graduated from Clarkson University with a Bachelors
of Science in Mechanical Engineering. He has 21
years of Mechanical Engineering experience in the
Industrial Field.

Mr. Matthew C. Walldroff, P.E., from LaFargeville, NY,
joined Bernier, Carr & Associates, P.C. in 2008. He
graduated from Rochester Institute of Technology
and designed HVAC and Plumbing for high-rise
buildings, government offices, airports, hospitals,
colleges, schools and pharmaceutical companies in
New York City and Baltimore MD for six years. Mr.
Walldroff is also a LEED Accredited Professional.

Transitional Living Services recently held an Open House at
their Community Residence in Gouverneur, NY. The Bernier,
Carr & Associates, P.C. designed the $1,100,000 facility
that includes 10 apartments, a community room, kitchen
facilities and a shared laundry room. The project also
includes a nurse/medical room and office space.

with the NY concrete promotion council and champion
materials, hosted a pervious concrete technician
certification class. The day included classroom instruction
and a demonstration/hands on installation of the pervious
concrete. Members of our staff, local and statewide
contractors and specialty equipment rental companies
participated in this certification. This material is touted
for the benefits it provides in stormwater management and
low impact development. Mr. Josiah Tabolt, IE received his
technician certification after completing a test.

created posters highlighting the historic significance of
the 1861 Jefferson County Courthouse at 195 Arsenal Street
Watertown. The posters proudly hang on the second floor of
the Courthouse and describe the building's history, historic
architecture and the significant rehabilitation project.
Jefferson County understood the historical importance of
this building and preserved it by find a new viable use for
the structure. Bernier, Carr & Associates, P.C. is very
proud to have been a part of this project. |

L. Schrader, P.E. has been hired as a
Project Manager in the architectural

P.C. Mr. Schrader graduated from Clarkson
in 1972 with a Bachelors of Science in Civil
Engineering and in 1974 with a Masters of
Science in Engineering in Foundation
Design. Mr. Schrader brings 38 years of
design and construction experience in
roofing to Bernier, Carr & Associates, P.C.
Mr. Schrader lives in Gouverneur with his

Tug Hill Commission Local Government Conference Presentation |

Matthew J. Cooper, P.E. recently presented a session at the
Tug Hill Commission’s Local Government Conference on
“Everything Precast”. The presentation was on the design,
fabrication and installation of various precast concrete
structures for highway department use. Mr. Cooper presenting
with Mr. Mark Jareo, Jefferson Concrete and Mr. Vance
Carpenter from the Jefferson County Highway Department. The
presentation was well attended and received a lot of
positive feedback as an informative session for local
highway superintendents. |

Bernier, Carr Celebrates 40 Years of Service |

|
On March 27, 2009, over 150 past and present Bernier, Carr &
Associates employees gathered at the Riveredge Resort in
Alexandria Bay to celebrate the 40th Anniversary
of the firm. The day was marked by shared memories of the
past 40 years and a special tribute to Michael F Peck, PLS
who was one of the original founding partners in 1970.
Mike remains a leader in the company today as the firm’s
Chief Financial Officer. The day was further punctuated by
the introduction of special guests including Duff Kitto,
P.E. Keynote addresses were offered by both James. T
Bernier P.E., Amelia Island Florida and Paul G. Carr, PhD,
P.E. , Chaumont and Islamorada, FL. |

hosted many dignitaries at its historic bandstand where
Sackets Harbor Mayor, Eric Constance accepted a check from
the New York State Environmental Facilities Corporation for
its wastewater treatment facility. The $8,000,000 package
includes $2,000,000 from the American Recovery and
Reinvestment Act, $4,200,00,000 from the Clean Water State
Revolving Fund and $2,000,000 from the USDA – Rural
Development. |

Program participants. These nineteen
college students are the latest to work
for the firm in a program that spans
over four decades. Throughout the
summer, our interns gain hands-on
experience in one or more of our
disciplines or related business
operations. They earn income for school
expenses while developing relationships
with the professionals in the design and
construction field. Our interns provide
valuable support for the design and
construction of a multitude of projects2

As the recent aerial photograph
shows, the construction of the new multi-sports artificial
turf field at the Massena High School is progressing nicely.
Also included as part of the new sports complex is spectator
seating, lighting for evening events, and an all weather
running track. The new field is part of a $29,000,000
district-wide additions and reconstruction project at the
Massena Central School District which is scheduled to be
completed at the end of this year. |

The Village of Carthage recently held a ribbon cutting
ceremony for the conversion of the former Village Fire
Department space to a Court Facility. The $350,000 project
included: a new court room, offices for the Village of
Carthage and Town of Wilna judges, jury room, holding cell
and attorney/client rooms. The design of the new court
provides a higher level of security for the judges and Court
Staff with separate means of access for the staff from the
general public. |

of Owego Wins NYCOM Award |

The Village of Owego received a
2009 NYCOM Empire State Report Local Government Achievement
Award in the Public Works Category for its Sewer
Rehabilitation Project. The Village’s Mayor – Mr. Edward
Arrington, received the award and expressed his gratitude to
the Village’s Superintendent of Wastewater – Mr. Ronald
Horton. Congratulations to the Village of Owego for
receiving this much deserved award. |

Ground Breaking |

| The Town of Windsor
recently held a ground breaking ceremony for the
West Windsor Wastewater Treatment Plant. Bernier,
Carr & Associates, P.C. designed the $3,821,000
wastewater treatment plant facility with a
sequencing batch reactor with tertiary treatment and
reed beds for sludge dewatering. The new facility
is rated for an average flow of 113,500 GPD. The
project will be completed in 2010. |

Samaritan
Family Health Center at 909 Strawberry Lane in Clayton
recently held an open house to showcase its brand new
facility to the community. Construction of the Bernier,
Carr & Associates, P.C. designed $1.65 million clinic
was completed in late 2008, and the first patients were
welcomed on January 5, 2009. With twice the space of the
original health center, the expanded facility includes
15 exam rooms, a new treatment room for specialized
procedures, a more spacious reception area with a
separate child-friendly waiting area, a larger lab area,
x-ray, and room for expansion.

Dedication Ceremony |

The Disabled Persons Action Organization recently dedicated
their new Respite Home.
Bernier, Carr & Associates, P.C. designed the three-bedroom,
2,250-square-foot overnight respite home, located at 652
Thompson Street. The home will provide families with
overnight or hourly respite for their disabled family member
and also provide much needed nursing services to their
individuals who have special medical needs. The respite
service is designed to be flexible allowing relief to the
families accessing either overnight or hourly stays. Trained
staff will provide safe and healthy environment activities
during the day and evening hours.

Petrie, DPAO Board President; Cindy Fitzpatrick, E.D. of

has been hired as a Project Manager in the
architectural division of Bernier, Carr &
Associates. Prior to joining Bernier, Carr &
Associates, Mr. Clough was a partner in 4.0
Construction Management and Consulting, served as
the Asset Manager for Fort Drum Mountain Community
Homes and Director of Operations for the Fort Drum
Regional Liaison Organization. Mr. Clough has a
Bachelor’s degree from Siena College and a Master’s
Degree from the Nelson Rockefeller School of Public
Administration. Mr. Clough currently serves as a
Director for the Greater Watertown / North Country
Chamber of Commerce and is a past |

Northern New York Builders Exchange and a Trustee of

The US Department of
Defense recently held a ribbon cutting ceremony at the
Bernier, Carr and Associates, P.C. designed renovation
and additions project for the Renew Wilcox Clinic on
Fort Drum, New York. The $11 M project medical clinic
including special consideration to ensure all activities
currently taking place in the facility remain open. The
heating, mechanical and electrical work was phased to
maintain a fully operating facility. Phase One involved
design and construction of two pre-engineered temporary
facilities; Building 1 is a state of the art 13 chair
dental facility and Building 2 is a administrative
transitional and classroom facility. Phase Two and
Three was the renovation of the existing Wilcox building
to convert it into a new occupational health and
behavioral medicine clinic with industrial hygiene and
environmental hygiene offices and a lab.
Design
features of the facility included:
-
168 metal studs went into the construction of the
recessed dome area of the main lobby ceiling.
-
The dome itself, windows, and corridor skylites
were specially designed to meet DOD blast criteria.
-
The corridor and dome skylites produce about 20% of
the overall lighting needed for the building during
the day.
-
The logo in the main lobby was water jet cut from
Fritz tile with colors selected to correspond to the
sky, water, and earth, and a brass “Mountain”
emblem indicating true north. And the globe is a
symbol and reminder of our troops all over the
world. The maple wall panels bring a “natural”
affect to the lobby.
-
The original foundation was constructed at an
unusually high depth due to soils conditions so the
foundation for the addition was constructed to
match.
-
The new design created about 25% more usable space.
Some of that 25% is adaptable for various treatment,
meeting, or training needs.

The Jefferson County Historic Courthouse
Renovation / Rehabilitation Project was
awarded a 2008 NYS Chapter of the American
Public Works Association Award for
Historical Preservation Project of the Year.
The project previously won the Central New
York Branch award. The award was
presented at the NYSAPWA Annual State
Conference in Canandaigua, NY to Mr. Robert
F. Hagemann, III, Jefferson County
Administrator. Also at the event was Mr.
Spike Decker, Jefferson County
Superintendent of Buildings and Grounds and
Rick W. Tague, AIA, Bernier, Carr &
Associates Architect for the project. |

Beyor, AIA, Chairperson of the Board and Mr.
Bernard H. Brown, Jr., AIA, CEO were recently
presented with the Circle of Excellence Award at
the PSMJ Conference in Orlando, Florida on
behalf of The Bernier Carr Group. PSMJ
Resources, Inc., the premier management
consulting firm for the Architectural,
Engineering and Construction industry, annually
publishes the 2008 PSMJ Circle of Excellence.
The firm is one of 46 firms selected nationwide
from a pool of 230 applicants in 2008.

Mr.
Michael J. Harris, AIA, LEED A.P., Vice President of
Architecture at Bernier, Carr & Associates, P.C. recently
submitted an entry for the Woburn Public Library Expansion
“Ideas” Competition in Woburn, MA. Mr. Harris’ design
concept team consisted of Mr. Mark H. Reynolds, R.A., Mrs.
Krysta Aten-Schell, LEED A.P., Mr. Benjamin N. Tabolt, Mr.
Christopher S. Thomas, Mr. Alex Clement and Mr. Christopher
Bova. |

The intent
of this "Ideas" competition was to:
• Broaden
the field of ideas through bold clear concepts (similar to a
sketch problem charrette) for the restoration and expansion
of the library building
• Point out the complexities and opportunities that are
inherent when adding on to an historically and aesthetically
significant building by a renowned architect of the 19th
century
• To raise
the awareness of this beautiful piece of architecture for
the people of Woburn and others
The
entries will be exhibited at the Pinkcomma Gallery in
Boston.

Mr. Kris D. Dimmick, P.E., as Vice-Chair of the New
York State Branch of the American Public Works
Association, presented the Transportation Project of
the Year award to Mr. Kenneth Bibbins, Engineer in
Charge, New York State Department of Transportation
at the Arsenal Construction Project Ceremonial
Project Opening on Monday, December 8, 2008 in
Watertown. |

Projects awarded American Public Works Association Awards |

The Central New York
Branch of the American Public Works Association
recently awarded three awards to Bernier, Carr &
Associates clients. The Jefferson County Courthouse
received Historical Preservation Project of the
Year, the Village of Theresa - Water Systems
Improvement Project won Environmental Project of the
Year and the Village of Norwood -Water District won
Environmental Project of the Year. |
